A Foreman might be responsible for three or four work gangs. Your job would be to ensure that the tasks of the gangs were coordinated and the necessary equipment and supplies were made available in a timely fashion. On the same project, other foremen might be responsible for quality, safety, risk and environmental management of a bridge construction, general road construction, drainage works, etc.
You are usually located on site, and responsible to the contractor for making day-to-day decisions about the running of the contract.
You are responsible for managing and overseeing the construction of a civil project such as a dam, bridge, pipeline, gas or water supply scheme, sewerage system, road, airport or other structures.
You are also responsible for the coordination of all of the gangs, equipment and consumables. You deal with higher levels of estimation, contract control, specifications and quality assurance. In addition, you are responsible for the implementation of the quality, safety, environmental, and risk management systems, and the civil construction plans.
Your role includes creating bills of quantities, schedules of rates, and cost estimates for civil construction projects. You work between the office and the job sites, and are often able to work at the beginning of the project and then oversee throughout the completion of the project as well.
An estimator must have some ability in determining and pricing appropriate project overheads. You are capable of detailed measurement from adequate documentation.

Academic Suitability: Proof of completing:
– Year 12/Senior Certificate; or
– An AQF Qualification at Level 4 or above (Australian Certificate IV, Diploma, University Degree); or
– Pass a Government approved LLN Test. (You must display competence at or above Exit level 3 in both numeracy and literacy)
Industry Experience:
– Currently employed in the industry
– 3+ years of Civil Construction experience
– Have practical field experience in Civil Construction as a one of the following: Supervisor, Foreman, Estimator, Safety Supervisor, Project Manager, Engineer, and Superintendent…

There are 13 units in this qualification. Your units may differ depending if you have credits, if you are completing another qualification also at the same time or if you have chosen different electives.
This unit describes the skills and knowledge required to establish, maintain and evaluate the organisation’s work health and safety (WHS) policies, procedures and programs in the relevant work area, according to WHS legislative requirements. It takes a systems approach and addresses compliance with relevant legislative requirements.
This unit applies to managers working in a range of contexts who have, or are likely to have responsibility for WHS as part of their broader management role. It is relevant for people with obligations under WHS legislation, for example persons conducting a business or undertaking (PCBUs) or officers, as defined by relevant legislation.
NOTE: The terms ‘occupational health and safety’ (OHS) and ‘work health and safety’ (WHS) are equivalent and generally either can be used in the workplace. In jurisdictions where the Model WHS Legislation has not been implemented RTOs are advised to contextualise the unit of competency by referring to the existing State/Territory OHS legislative requirements.

This unit describes the skills and knowledge required to develop and monitor implementation of the operational plan to provide efficient and effective workplace practices within the organisation’s productivity and profitability plans.

This unit describes the skills and knowledge required to prepare a civil works bill of quantities in civil construction. It includes identifying and calculating on-site resource requirements and finalising and reviewing the application of the bill of quantities process.
It applies to those working in managerial or technical specialist roles. They generally apply a broad range of technical and managerial skills and are responsible for the delivery of outputs that meet site requirements.
This unit describes the skills and knowledge required to prepare a civil works schedule of rates in civil construction. It includes preparing, detailing and issuing quotations for resource requirements, assessing quotations and preparing and reviewing application of schedules of rates.
It applies to those working in managerial or technical specialist roles. They generally apply a broad range of technical and managerial skills and are responsible for the delivery of outputs that meet site requirements.
This unit describes the skills and knowledge required to prepare civil works cost estimates in civil construction. It includes confirming bills of quantities and schedules of rates, and developing, gaining agreement on and supporting project cost estimates.
It applies to those working in managerial or technical specialist roles. They generally apply a broad range of technical and managerial skills and are responsible for the delivery of outputs that meet site requirements.
